From the outset of his tenure, Commission President  Juncker  set forth a vision for the European Union (EU) to become a world leader in digitalisation. Digital dominance was the goal and progress towards zero deaths on European roads was a prerequisite. Against this backdrop, CCAM was the apparent panacea.

To fend off criticism for failure to reach the 2020 target, the Commission presented a proposal for a revision of the General Safety Regulation (GSR) and the Pedestrian Safety Regulation (PSR) as part of its Third Mobility Package.
